It has been initially reported that there are only five old models of Surface that actually support upgrades, mainly the latest generation of Microsoft Surface products.
As we all know, until now, Microsoft has launched a grand total of 25 Surface models. The company did not actually comment on the models not included in the upgrade list.
A more than reasonable guess would be that this is related to the minimum hardware requirements of Windows 11 listed earlier today, or it may be related to TPM 2.0.
Most of Microsoft’s Surface Pro tablets are not eligible for upgrades, and Surface Hub, Surface Studio, and Surface Duo do not support upgrades.

To simplify, if your Surface is a version before 2017, chances are your device probably does not support upgrading to Windows 11.
Needless to say, you can use the PC health check application to verify whether the device in your hand meets the minimum system requirements.
